  • What must I do to charge an electric vehicle at a charging station from Mobi.E’s network?

    One should have a valid contract with a EMSP and the card or App provided by this entity.

  • May I pay the charging service directly at the station?

    The Mobi.E model is totally integrated in the electricity sector, following the same functioning rules and principles. Thus, just as the way we are used to making a contract with an energy supplier for our homes and companies, paying the consumptions made at the end of a given period, electric mobility also follows the same principle, in this case, the contract and payments being made with a CEME.  
    However, soon, the Mobi.E network shall provide the possibility of making the payment to the CEME upon completing the charge.

  • How do I know what is the accumulated cost of the charges already made?

    Your EMSP should provide such information.

  • I only have one card from one EMSP. May I charge at any station from the Mobi.E network?


    The card provided is for any EMSP, provided it is valid, granting access to all stations from the Mobi.E network irrespective of the Operator from the Charging Point (CPO).

  • Does the company MOBI.E issue charge cards?


    To gain access to any of the network’s charging stations one should contract the electric supply with a EMSP, which in turn shall supply a means of access to the network (card or App).

  • Is the Electric Mobility Supplier (EMSP) free to set the price list that they deem fit?

    The EMSP has no restrictions in defining their price list.
    Thus, one should compare the various commercial offers from the EMSPs.

  • What am I going to pay to the EMSP?

    One shall pay what they contractually agreed to with the EMSP. Typically the energy value, in addition to the point’s Operation Fees, minus possible incentive discounts /subsidies from the State.
    In the invoice presented to the user, the EMSP must itemize these amounts.

    Normally, the EMSPs charge in accordance with one, or a combination of the following variables:
    Energy consumed -  €/kWh;
    Charging Time  -  €/min;
    By charge -  €/charge.

  • May I have cards from various EMSPs?


  • How may I have access to previous charging movements?

  • Am I going to pay Audio-visual Fees (CAV) as I pay on my electricity bill?


  • What is MOBI.E, S.A.?

    It is the Electric Mobility Network Managing Entity, whose activity consists in managing and monitoring the electric mobility network. Find out more here.

  • What is the Access Tariff I am going to pay for Electric Energy Networks applicable to Electric Mobility?

    As a way of promoting electric mobility, the Government approved financial support which means a discount applicable to tariffs in force for access to networks for electric mobility, paying the user, with the discount, the following amounts:

    Energy consumed -  €/kWh;
    Charging Time  -  €/min;
    By charge -  €/charge.

    The time slots shall be presented by the EMSP.

  • How do I know how much it costs to use a charging station?

    The energy cost is the one agreed to with your EMSP. Operation Fees should be added to this value and is found listed at the charging stations or can be consulted on the site map.

    Some Apps already provide, for each, forecasted charging costs, as well as, at the end of the charge, your total cost.

    The EMSPs, currently, invoice at the end of the month and the invoice (or any annexes) itemises the cost of each charge.

  • What is the Mobi.E Network?

    It is the network composed of the charging stations of all the Operators (CPO) duly licensed in Portugal, largely located in public access spaces, which are available for use by any electric vehicle user, irrespective of the EMSP with which one has contracted the acquisition of electricity for their vehicle. 

  • Is the Operator of the charging stations free to set the site’s price list that as they deem fit (Operation Fees)?

    Yes, provided that it is duly listed at the station and is the same for any user.

  • What is a charging station?

    It is an infrastructure that permits the charging of batteries from electric vehicles, which may be a normal charge (until 16 kW), semi- fast (from 16 kW to 22 kW), fast (from 22 kW to 50 kW) and ultra-fast (above 50 kW). 
    In all the cases, the station is composed by a communication module, which acts as an interface between the user and the Mobi.E Network, permitting the user’s authentication, registering consumption and other functionalities. 
    The  charging stations stand out by the type of outlets sockets they have to complete the charge and by the power they provide, by which the charging time is determined.
    Typically, normal charging stations have built-in outlets sockets from which the user attaches a charging cable. In the case of fast and ultra-fast points, such equipment has its own cables to connect to the vehicle.

  • What is the price structure charged by the Operators (Operation Fees) at the charging stations?

    Currently, the Operators may establish their price on the basis of the three following components, being able to combine one, two or three of these components when setting the final price:

    · Fixed cost per charge (activation fee);
    · Cost per time unit (€/min.);
    · Cost per energy unit (€/kWh).

    It should be noted that the cost per energy units corresponds to a service (for using the station) and not for the supply of electricity, which is always the EMSP’s responsibility.

  • How many charging stations exist?

    The Mobi.E network is constantly growing. Currently there are more than 1.800 charging stations with more than 3.800 charging points.
    If you consult the “Find station” section you may visualize on the map the entire country (Mainland and islands) and you shall have the number of all active stations and their respective sockets (charging points) at this precise moment.

  • May the CPO discriminate users according to their EMSP or based on any other criteria?


    For the same charges, the point’s Operator must request the same amount (Operation Fees) to all users, irrespective of their EMSP, and in accordance with the price listed at the charging station.

  • How Many Charging Point Operators (CPO) exist?

    Consult here the list of Operators.


  • Does the price listed at the charging station correspond to the total that one shall pay?


    The total price paid by the user accounts for the station’s operating service cost (Operation Fees,) listed at the station, and the service cost provided by its EMSP (in general, its referring to electricity), in accordance with the contract conditions signed with that particular party.

  • What modes of charging exist?

    There exists 4 modes of charging:
    Charging Mode 1: Relating to normal charges in industrial outlets sockets with a normal vehicle charger (normally motorcycles and similar vehicles);
    Charging Mode 2: Relating to normal charges in industrial outlets sockets using an integrated control adapter in the cable (normally cars);
    Charging Mode 3: Relating to normal charges in “Mennekes” outlets sockets with a normal vehicle charger;
    Charging Mode 4: Relating to fast and ultra-fast charges, utilizing a charger that alters the characteristics of the supplied current to the vehicle (passing from alternating currents to a continuous one).

  • Do cards issued by the EMSP have associated costs?

    Consult your EMSP.

    It should be mentioned in the contract signed with your EMSP.

  • What are the charging times of an electric vehicle?

    The charging time of an electric vehicle depends on various factors, namely, its battery size, the characteristics of the vehicle’s internal convertor and the power from the charging station being used. 
    Depending on the vehicle’s internal convertor, the charges can have the following durations:  
    Normal charging station(3,7 kW): between 4 to 5 hours to charge 100 km in the vehicle. 
    Semi-fast charging station (22kW): 45 min to charge 100 km in the vehicle.
    Fast charging station (50 kW): 20 minutes to charge 100 km in the vehicle.
    Ultra-fast charging station (160 kW): 5 minutes to charge 100 km in the vehicle.
    The presented charging time values are reference values for the power provided by the charging station.

  • I have a petrol/diesel car, why should I change it for an electric vehicle?

    An electric vehicle is, above all, a more environmentally friendly vehicle. Having greater energy efficiency than an internal combustion engine vehicle and does not emit locally, pollutant or greenhouse gases.

    Moreover, usage and maintenance costs of an electric vehicle are lower than a conventional vehicle, which makes, in the majority of situations, the total acquisition and usage cost of an electric vehicle to be lower to the cost for an equivalent vehicle with a combustion engine.

  • May I install charging stations connected to the MOBI.E Network close to my place of residence or workplace?

    The installation should be guaranteed by a Charging Point Operator (CPO), who should obtain from the Municipality a user license for public domain purposes. 
    In this sense, we advise contacting an CPO which can be found here. Equally, you may, pass on to the Town Hall your intentions, in order for them to take this into account for future projects in the expansion of the electric mobility network.

  • Where may I charge my electric vehicle?

    Your electric vehicle may be charged at all the Mobi.E Network stations.
    The Mobi.E network has at the disposal of its users, thousands of charging stations of various power levels in public access spaces, operated by the various, duly licensed Charging Point Operators (CPO). Consult the map for available charging stations. 
    The charging of electric vehicles may also be at home or at the workplace. However, its installation should respect the technical conditions defined in existing legislation, which can be consulted here.

  • Is my electric vehicle compatible with all chargers?

    The chargers of Mobi.E’s Network comply with European Directives and standards, being made up of standard outlets sockets which may be used by any electric vehicle.

  • Will I be able to charge my vehicle in my own garage?

    Yes. Nevertheless, for safety reasons, we advise against using conventional outlets sockets in charging such vehicles. There exist appropriate solutions for domestic charging practices that are available on the market, with its installation always respecting the technical conditions and being carried out by a duly accredited professional. 
    If you wish to use your home charger, as you do with a charger in public spaces, with the energy being paid directly to your EMSP and not on your household bill, just connect your private charger to the Mobi.E network and you may also share the charger with your neighbours or visitors and each one pays their consumption directly to their respective EMSP.

  • I would like to install a Mobi.E charging point in my hotel / restaurant / shop / garage. How should I do it?

    The charging stations from the Mobi.E network may be installed in public and private spaces. Yet, if installed in a public access location (in a public or private space), any charging station must has to be connected to the Mobi.E Network.

    In the case of charging stations in a private space with public access, the charging stations are installed, provided, operated and maintained by the licensed operator (CPO).

    In the case of charging stations in a private space with private access, the installation, provision, operation and maintenance of the charging stations for exclusive or shared use, can be undertaken by duly licensed operators (CPO) or from the rightful owners, under any legal title, from the charging station’s installation location. 

    In the latter case, space owners may also opt to request the integration of those charging stations in the Mobi.E network, constituting themselves as the Charging Point Owner (CPO). 

    With the integration of the stations on the Mobi.E Network, the CPOs benefit from the electricity supply for electric mobility and guarantee the necessary energy arrangements with the location’s installation; having the consumptions being paid by the users directly to their EMSPs and deducted from the electricity invoice for the location where the station is found to be installed. 

    In these cases, the location’s owner may make the station available to their clients, not charging usage fees, but with the electric vehicle users being responsible for the payment of having electricity transferred to their own vehicles, directly to their EMSP, with the space’s owner not having any electricity cost.

  • May I charge my electric motorcycle at a station from Mobi.E’s network?

    Yes, the network of Mobi.E stations available in public spaces enables the charging of any electric vehicle, be it of 2 or 4 wheels, provided that they are compatible with sockets outlets in mode 3 with type 2 (Mennekes) connectors. 

  • Does the installation of electric vehicle charging stations by companies benefit from any kind of tax concession?

    No tax concession is foreseen for companies that install electric vehicle charging stations.

  • Are garage workshops prepared to proceed with the maintenance of electric vehicles?

    The official garage workshops for EV marks traded in Portugal are prepared to proceed with the maintenance of electric vehicles.

  • Is an electric vehicle safe? Don’t I run the risk of getting an electric shock?

    Electric vehicles fully comply with the safety standards applied to current internal combustion engine vehicles. Moreover, there exist various requirements defined by certified international bodies that are applied to electric vehicles and the charging infrastructure which make technology much safer.

    In order to avoid electric shocks there exists different power levels adapted to each electric installation and also safety mechanisms that prevent the incorrect handling of equipment and connection cables, even in adverse weather conditions.

  • How can I guarantee that while the electric vehicle is charging someone does not remove the cable from my vehicle and place it in another?

    Mobi.E Network charging stations have a cable locking system which does not allow it to be removed without the user logging out of the charging station . On the other hand, whenever the cable is disconnected from the vehicle, the system automatically cuts off the electricity, thus, it is not possible to charge another vehicle without a new login being made.

  • Where may I find the list of available charging stations?

    To see the list of charging stations, access the Mobi.E Network map.
    Upon clicking on the station’s icon, all relevant information about the selected station shall be provided.

  • What is a MOBI.Charger?

    A MOBI.Charger is the owner of a charging station installed in a small or medium-sized commercial space (hotel, restaurant or other), located in a private space with private access that is made available to its customers and that is integrated into the Mobi network. 

    This is an additional service available to customers either directly, by purchasing the equipment from a manufacturer, becoming a Charging Point Holder, or through a Charging Point Operator, who will be responsible for the installation and operation of the station.

  • Are there operating fees at MOBI.Charger stations?

    There may be if the station is operated by a Charging Point Operator. In this case, the amount to be charged will be indicated at the post.

    If it is a Charge Point Holder post, there will be no operating fee.


  • Apoio Fundo Ambiental: A quem se destina o Apoio à Compra de Carregadores com ligação à Rede Mobi.E?

    O apoio à compra e instalação de carregadores previsto no Despacho n.º 3419-B/2022 é aplicável a Pessoas singulares e Administrações de Condomínios localizados em condomínios multifamiliares.

  • Apoio Fundo Ambiental: A candidatura ao incentivo para carregadores para veículos elétricos em condomínios multifamiliares com ligação à Rede Mobi.E por instalação do posto numa moradia é elegível?

    Não, o incentivo é atribuído para apoio à aquisição e instalação de postos de carregamento de veículos elétricos, devidamente ligados à Rede Mobi.E, em espaços comuns de uso privado associados a unidades multifamiliares de habitação em propriedade horizontal, apresentadas por moradores ou administrações de condomínio para lugares de estacionamento num mesmo condomínio/CPE.

  • Apoio Fundo Ambiental: Para candidatar ao incentivo para carregadores para veículos elétricos em condomínios multifamiliares com ligação à Rede Mobi.E, é necessário ser proprietário de um veículo elétrico?

    Não, o incentivo é pela aquisição e instalação do posto de carregamento, independentemente de ser ou não proprietário de um veículo elétrico.

  • Apoio Fundo Ambiental: O incentivo está limitado?

    Sim: a um carregador por condómino; a 10 carregadores por condomínio/CPE; até à dotação máxima prevista de 270 carregadores ou € 500.000.

  • Apoio Fundo Ambiental: Quais os custos a incorrer pelo DPC em caso de aprovação do Apoio do Fundo Ambiental?

    Durante um período de 24 meses a contar da data de aprovação do incentivo, não existe qualquer custo adicional ao Detentor de Ponto de Carregamento (DPC), uma vez que o incentivo inclui o pagamento, pelo Fundo Ambiental, da Tarifa da Entidade Gestora da Mobilidade Elétrica (EGME) aos DPC, instituída nos termos do Regulamento da Mobilidade Elétrica (Regulamento n.º 854/2019, de 4 de novembro, alterado pelo Regulamento n.º 103/2021, de 1 de fevereiro).

  • Apoio Fundo Ambiental: Como é realizada a verificação da ligação do PCVE à MOBI.E pelo Fundo Ambiental?

    A MOBI.E e o Fundo Ambiental têm os seus sistemas integrados, assim esta verificação é automática.

  • Onde posso efetuar a ligação do meu posto de carregamento à infraestrutura elétrica?

    A infraestrutura pode estar ligada aos Serviços Comuns do Edifício e, portanto, no CPE do Condomínio. Pode também estar ligada à fração, desde que o condómino possua uma box fechada cuja alimentação elétrica esteja ligada à sua fração. 

  • Quais os encargos adicionais, em termos de energia e potência, para os Condomínios?

    Nenhuns. A partir da informação fornecida pela MOBI.E, o Operador da Rede de Distribuição faz a segregação dos consumos de mobilidade elétrica do CPE em questão, não pagando nem mais energia nem mais potência contratada. Por exemplo: no final do mês, o contador dos serviços comuns informa 400kWh consumidos. Nessa mesma instalação está incluído um posto de carregamento que reporta 100kWh consumidos. A Fatura do Condomínio apenas refletirá os 300kWh da instalação. Os 100kWh serão pagos pelo condómino ao seu CEME em função dos carregamentos efetuados.

  • O Condomínio não tem potência suficiente, que solução existe?

    O Condomínio pode solicitar um aumento de potência ao Operador da Rede de Distribuição: E-Redes, EDA, EEM (Nota: uma vez que existe um ponto de consumo de mobilidade elétrica, o aumento da potência contratada não se irá refletir na fatura do condomínio).

  • Qual o valor a pagar pela energia consumida no posto de carregamento de Veículos Elétricos?

    O valor a pagar é o que o utilizador tem contratado com o seu Comercializador de Energia para a Mobilidade Elétrica (CEME). Por cada carregamento efetuado, o CEME, recebe um apoio de 0,2614€. Deve ainda repercutir o desconto por si recebido nas faturas dos utilizadores dos veículos elétricos, devendo identificá-lo claramente e de forma inequívoca. 

    Os dois pontos anteriores fazem com que o valor da energia a ser pago seja próximo dos valores pagos pelo consumidor na sua casa.

  • No documento Formulário DPC, em que consiste o Contacto Operacional? 

    O contacto operacional serve para o envio de alarmística relativa ao posto de carregamento.

  • No documento Formulário DPC e Acordo de adesão - Nº de adesão, estes dados não deverão ser preenchidos, correto?

    Correto o entendimento. A MOBI.E comunicará posteriormente o número de Adesão. 

  • Os documentos “Pedido de criação de IDs” e “Envio de SIM” devem ser preenchidos pela empresa instaladora? O Cartão deve ser enviado para a empresa que instala o equipamento, correto?

    Os documentos devem ser preenchidos pela empresa instaladora/fabricante com as configurações do carregador. A MOBI.E devolverá as configurações, incluindo o ID do posto, posteriormente por e-mail.

    O cartão será enviado para a entidade indicada no ficheiro de criação do posto que executará as configurações no carregador.

  • Minuta de condomínio: a empresa que me instala o carregador já me enviou uma declaração para recolher a assinatura do condomínio para comprovar a autorização do mesmo. Posso submeter esta ou devo utilizar exclusivamente a que enviam em anexo?

    Pode utilizar a minuta que entender e que sirva o mesmo propósito.

  • Os documentos necessários podem ser enviados pela empresa instaladora do posto ou tenho de ser eu a enviar a documentação diretamente à Mobi.E?

    Podem ser enviados pela empresa instaladora ou pelo proponente.

  • A configuração do posto e testes de comissionamento são efetuados por mim ou é necessário a presença da empresa que vai instalar o carregador? Como é efetuada a configuração do posto?

    A configuração do posto é efetuada no software do mesmo e deve ser realizada por alguém com o Know-How, tipicamente o fabricante ou entidade credenciada pelo fabricante.

    O comissionamento deve ser solicitado e realizado pelo fabricante/instalador/operador, mediante marcação.

  • Para o condomínio instaurar junto da MOBI.E um processo que nos leve à qualidade de DPC, quais os requisitos necessários?

    É apenas necessário assinar o acordo de adesão. Após este processo, deve ser solicitada a ligação dos postos de carregamento que entender à rede, seguindo o procedimento indicado.

  • Para além dos custos inerentes ao instalador selecionado pelo condomínio (para criação da infraestrutura, fornecimento e instalação dos postos de carregamento), quais os valores a pagar à MOBI.E, bem como a outras entidades públicas, no desenrolar do processo até à efetiva ativação e disponibilização dos postos de carregamento aos utilizadores? 

    Não há qualquer custo relacionado com a MOBI.E ou com outras entidades públicas até à efetiva ativação e disponibilização dos postos de carregamento. 

  • Findo o processo e disponíveis os postos de carregamento aos seus utilizadores, para além da taxa paga pelo DPC por cada ponto ativo, cujo valor em 2022 está fixado em 0,0496 €/dia +IVA, há lugar ao pagamento de mais alguma taxa pelo DPC? (seja ela mensal, anual, ...).

    Não, durante o ano de 2022 apenas terá de ser o valor indicado que corresponde à tarifa EGME aplicável aos DPCs.

    No caso dos postos de carregamento instalados com o apoio do Fundo Ambiental, durante um período de 24 meses a contar da data de aprovação do incentivo, não existe qualquer custo para o DPC, uma vez que o incentivo inclui o pagamento, pelo Fundo Ambiental, da Tarifa da Entidade Gestora da Mobilidade Elétrica (EGME) aos Detentores de Pontos de Carregamento (DPC), instituída nos termos do Regulamento da Mobilidade Elétrica (Regulamento n.º 854/2019, de 4 de novembro, alterado pelo Regulamento n.º 103/2021, de 1 de fevereiro).

  • No que respeita à instalação elétrica, o condomínio tem certificado para os serviços comuns 41,4 kVA, pelo que gostaria de instalar 6 carregadores com gestão dinâmica da potência disponível e balanceamento de cargas. Isso é impeditivo de se constituir como DPC?


  • Os postos a instalar são alimentados pelo CPE dos serviços comuns do condomínio, porém, pretende-se que cada um dos seis postos seja adquirido por cada condómino. Neste caso, é possível cada condómino se constituir como DPC ou terá de ser o condomínio a constituir-se como DPC com os seis postos?

    As duas soluções são possíveis. As duas soluções são igualmente elegíveis para usufruir dos apoios do Fundo Ambiental.

  • É possível um DPC denunciar o contrato com a MOBI.E, abdicando dessa qualidade deixando de estar ligado à Rede Mobi.E? Se sim, o que é necessário para tal?

    Atento o ponto 9.1. do Regulamento (9.1 — Os beneficiários ficam obrigados, após receção do incentivo, a manter a posse do veículo e dos carregadores por um período não inferior a 24 meses a contar da data de aquisição, no caso dos veículos, e da ligação à rede Mobi.E, no caso dos carregadores), o beneficiário é obrigado a manter a ligação à rede Mobi.E por 24 meses. Em caso de denúncia do contrato antes do referido prazo, será solicitada a devolução do valor do incentivo ao beneficiário. Depois de decorridos os 24 meses, é necessária apenas uma comunicação à MOBI.E a solicitar resolução do contrato efetuado pelo DPC.

    No caso de usufruir do incentivo, a MOBI.E informará o Fundo Ambiental de tal facto.
